FLASH floods triggered by torrential monsoon rains so far killed up to 1500 people in Pakistan, a government minister confirmed this morning.

"There are 774 deaths registered with us, but the total number killed in the flood is 1200 to 1500," Mian Iftikhar Hussain, information minister of the Khyber Pakhtunkhwa province, told a news conference in Peshawar.

"There are 129 people still missing."

Pakistan's largest charity, the Edhi Foundation, and a northwest-based Cabinet minister earlier put the death toll at more than 1200.

But officials in other provinces who earlier gave a combined death toll of 128 effectively pushed the overall nationwide toll to more than 1300.

The International Committee of the Red Cross earlier announced that up to 2.5 million people across Pakistan were affected by the heavy flooding.

"In the worst-affected areas, entire villages were washed away without warning by walls of flood water," it said in a statement, noting that thousands of people "have lost everything."

Pakistani officials warned that a lack of drinking water was spreading diseases, including cholera, and said they were working to evacuate people from affected areas such as Swat, the scene last summer of a major offensive against the Taliban.

Syed Zahir Ali Shah, the health minister for the northwestern province of Khyber Pakhtunkhwa, estimated that about 100,000 people, mostly children, were suffering from illness such as gastroenteritis.

A spokesman for the charity World Vision said teams had visited those affected around the main northwestern city of Peshawar but that those further north had been inaccessible by road until yesterday morning.

"They don't have drinking water or food. They said there have been some visible signs of water-borne diseases," Muhammad Ali said, warning that the death toll was likely to rise further as aid workers reached more areas.

UN chief Ban Ki-moon pledged aid of up to $11 million to meet the humanitarian needs of those affected by the crisis, saying he was "deeply saddened" by the floods.

The US government announced a $10 million aid pledge and rushed helicopters and boats to Pakistan. China also promised $1.5 million, according to the official Xinhua news agency. The UK pledged £5 million ($13 million) to help those left homeless by the floods.

In further bad news, Pakistan's meteorological service forecast rains of up to 200 millimetres in the next weeks across the northwest, Pakistani-administered Kashmir, the central province of Punjab and Sindh in the south.

Pakistan's Prime Minister Yousuf Raza Gilani said that 20 million people had been affected by the worst floods in the country's history, as the UN confirmed the first cholera case.

Independence day celebrations in Pakistan were cancelled as floods continued to bring misery to millions and aid agencies warned of a "second wave" of deaths from disease.

"The floods affected some 20 million people, destroyed standing crops and food storages worth billions of dollars, causing colossal loss to national economy," Mr Gilani said in a televised address to the nation.

"I would appeal to the world community to extend a helping hand to fight this calamity."

The United Nations has appealed for $460 million (£295 million) to deal with the immediate aftermath of the floods but charities say the figure falls far short of what is needed.

UN Secretary General Ban Ki-moon was due to arrive in Pakistan on Saturday to discuss the relief effort and visit flood-hit areas.

"This is the worst-ever calamity for us and the entire nation will have to show courage to face it," Mr Gilani said, adding: "I am pretty confidant that the nation will once again emerge victorious from this crisis".

"Outbreak of epidemics in the flood-hit areas is a serious threat, which can further compound the already grave situation," Mr Gilani added, as the UN authorities confirmed the first cholera case.

"There has been at least one cholera confirmed case in Mingora," said Maurizio Giuliano, spokesman for the UN Office for Humanitarian Affairs.

Mingora is the main town in the northwestern district of Swat.

Mr Giuliano said at least 36,000 people were reportedly suffering from acute watery diarrhoea.

"We're not suggesting that everyone who has acute watery diarrhoea has cholera, but cholera is certainly a concern and that's why we're stepping up our efforts to treat cholera," he said.

Charities said relief for those affected by the worst natural disaster in Pakistan's history was lagging far behind what was needed.

"There are millions of people needing food, clean water and medical care and they need it right now," said Jacques de Maio, head of operations for South Asia at the International Committee of the Red Cross (ICRC).

"Clearly at this point in time the overall relief effort cannot keep pace with the overall scale of the emergency," he said.

Humanitarian agencies in Pakistan were monitoring the risk of "a second wave of deaths induced by the floods in the shape of waterborne diseases", Mr de Maio said, adding that it was impossible to measure the full scale of the disaster.

Celebrations marking the anniversary on Saturday of Pakistan's 1947 independence from British colonial rule have been scrapped by President Asif Ali Zardari.

The embattled leader has come under fire from flood victims and the opposition after pressing on with a trip to Europe last week, despite the mounting emergency.

Mr Zardari arrived in Nowshera on Saturday to visit flood-hit areas and attend a briefing on destruction caused by the floods and measures being taken by authorities to provide relief.

In his independence day message, Mr Zardari said: "The best way to celebrate this day is to reach out to the victims of the natural disaster, heal their wounds and help them to help themselves."

"I salute the courage and heroism of flood victims and assure them that the government will do everything possible to alleviate their suffering."

The United Nations believes 1,600 people have died in the disaster, while Islamabad has confirmed 1,343 deaths.

UN officials warn that the damage to infrastructure and the economy will put volatile Pakistan back years.

Mr Ban was due to arrive late on Saturday afternoon to "discuss relief efforts with government leaders on Sunday and visit flood-devastated areas the same day", the foreign ministry spokesman Abdul Basit said.

With up to two million people requiring emergency shelter and six million depending on humanitarian assistance to survive, troops distributed national flags among the people in the flood-hit northwestern town of Nowshera on Saturday.

Meanwhile 90 per cent of the 500,000 residents of Jacobabad left for safer ground after authorities warned that flood waters might deluge the southwestern city, provincial agriculture minister Jam Saifullah Dharejo said.

More than one thousand people have been killed by heavy monsoon rains that lashed through Pakistan's north-west region last week.

According to official sources, over 1,500 people have been killed and 1.5 million affected in some of the worst flooding to hit Pakistan in recent years.

Christian aid groups in the country are assisting in relief efforts by distributing food packages and shelter material such as plastic sheeting.

The scale and magnitude of this year's floods are far greater than in recent monsoon seasons, with tragic and deadly results, said global humanitarian organisation Church World Service.

Apart from food and shelter, CWS has mobilised a mobile health unit to provide emergency medical assistance for flood-affected families.

Given the problems facing disaster responders, it is even more important "to apply strict measures of transparency and quality management", said CWS-P/A Deputy Director Shama Mall. "We need to be good stewards of limited available resources while helping as many as possible."

Christian development agency World Vision is also planning a rapid response to the floods.

The group warned that children and women already suffering as a result of poor health and unhygienic conditions are most at risk.

"There is now a real danger of the spread of water-borne diseases and possibly cholera, as well as complications such as respiratory problems and skin allergies," said m iqbal,

"Drinking water is the most urgent need now, even more than food. Children have been wearing the same muddy clothes for three days now, and many of them have visible skin diseases," he added.

Meanwhile, the aid group's director in Pakistan warned that funds were running low.

"The needs are massive right now, and World Vision has the experts and plans to help thousands. But without funding from international donors, our response will be severely limited," said World Vision's Edward Aquino from Islamabad.

UN Secretary-General Ban Ki-moon on Sunday said he was "deeply saddened by the significant loss of lives, livelihoods, and infrastructure" in Pakistan.

A UN statement said: "The secretary-general offers his deepest condolences to the people and government of Pakistan and reiterates the UN's full commitment to supporting the national and provincial authorities in meeting the humanitarian needs of the population affected."

Monsoons this year are certainly not a blessing for Pakistan. While they've mostly been considered the occasion for jubilation and joy and of the atypical summer rains, the recent spell that has procured a disastrous flood all across the nation is definitely not what Pakistanis were looking forward to.

The torrential monsoons struck earlier last month and Balochistan was among the earliest victims. With a total toll mounting to more than 100 by now, “a large number of people were rendered homeless after their homes were washed away by the torrential rains which hit most parts of Baluchistan, including Sibi, Dera Bugti, Kohlu and Barkhan” according to Dawn.

However, before soon, rivers Swat and Kabul in Khyber Pakhtunkhwa were also raging. The inundations have inflicted maximum damage on the provincial capital, Peshawar, and the valley of Swat, an area trying to return to normal life after the devastation that resulted from an anti-Taliban operation last year. Reporting about Nowshehra, a chief region of the beautiful Swat valley, an Express Tribune writer tells that flash floods have washed away more than 10,000 homes in Nowshera Kalan and more than 5,000 people have migrated to the village and its surrounding areas.

And so, in the present disaster in Pakistan -as in the Tsunami of 2005, the 'World' automatically seems to expect that it will be the wealthy Western countries who anti-up millions of dollars to aid those in need.'

But what about other countries - those wealthy mid-Eastern oil-producing states for example?

A quick check of the donor list to The World Food Programme, for example - reveals that the following countries have been donors in 2009.
USA - $1,761,022,050
EU - $ 349,678,448
Canada $ 225,343,299
Then followed by Spain, Japan, Germany, United Kingdom, Australia, Netherlands, Sweden, Denmark, Norway, Italy, etc., etc.

The ONLY Arab country on the WFP donor list for 2009 was Saudi Arabia that contributed $23,340,830 - thats only 1/10 of Canada's contribution. Canada, with a population of only 30 million people can be proud of our record of compassion, when it comes to aiding people of the world in need.

Absent were: Dubai (who spends billions on indoor ski hills), United Arab Emirates, and all the other major oil producers of the world.

In view of the fact that by far the majority of the money spent by the WFP goes to Islamic Republics of one sort or another - Somalia, etc., It is amaziing that little help for the WFP, or indeed for disasters such as the tragedy in Pakistan - comes from those wealthy middle Eastern Arab kingdoms/Republics. But they seem not to be interested in humanitarian contributions, even when it is fellow Islamists that are suffering.

As much as my conscience urges me to open my wallet and send money to aid those in need in Pakistan, I will not do so until there is some evidence of a major contribution from those oil-rich Arab countries of the middle-East.

A great deal of compassion is necessary when natural disasters like the Pakistan flood cause death, destruction, and loss of livelihood to millions of people. In the past century, most of that expression of compassion has originated in the countries of Europe and North America - those countries with a history of Christian ethic.

U.N. Secretary-General Ban Ki-moon arrived in flood-ravaged Pakistan on Sunday to boost relief efforts as the 20 million people made homeless grew increasingly desperate.
